International partnerships

Partnership for Observation of the Global oceans – Plenary in Republic of South Korea January 2011

Oceanography and earth sciences are truly international pursuits. Scientists at NOC collaborate with colleagues around the world and we attract staff and students from many nations. International collaboration can offer many benefits, including greater science impact, access to facilities, filling gaps in data and the promotion of excellence through training, international comparison and knowledge exchange. Collaboration can also underpin international development goals and help strengthen research capacity and local expertise in developing countries.

We work in partnership with the world’s leading oceanographic institutes. Where it helps to further relations we established formalised agreements through memoranda of understanding (MoUs)

Europe

Through European framework projects, work with the European Space Agency and other international funders we participate in numerous European projects and programmes.http://noc.ac.uk/project

At European level we were instrumental in the development of the Ostend Declaration. We current lead for the UK in negotiations on the development of the Joint Programming Action ‘Oceans and Seas’.

Institutionally we have particularly close links with:

France IFREMER
Germany GEOMAR
Ireland Marine Institute
Asia
China

We are deepening our engagement with leading Chinese centres. These include the institutes of the Chinese Academy of Sciences http://english.cas.cn/ in particular the Institute of Oceanology IOCAS, the South Sea Institute of Oceanology and the Institute of Acoustics. We have links with the State Oceanic Administration of China and its First Institute and Second Institute.  We are also working with the China Geology Survey and its institutes including The Qingdao Institute of Marine Geology and the Guangzhou Marine Geological Survey.

We are developing our links and exchanges with Chinese Universities with shared marine science interests including Ocean University and the Universities of Xiamen, Nanjing and Tsinghau.

We are helped in our engagements by the RCUK China Office.

India

We have a MoU with the National Institute of Oceanography, Goa and engage more widely through the RCUK India Office.

Japan

We have MoUs with Ocean Research Institute, Japan and with JAMSTEC

Korea

We have an MoU with KORDI and our developing our relationship with support from the FCO science and Innovation network

Malaysia

We have a MoU with Institute of Ocean and Earth Sciences, University of Malaya, Malaysia

North and South America
USA

We work closely with many institutions in the US, in particular with Woods Hole Oceanographic Institute

and with Scripps Institute of Oceanography, San Diego

Canada

We have an MOU with the University of Victoria.

International marine science forums

International Memberships:

NOC is a member of

The Partnership for Observation of the Global Oceans (POGO)

The European Science Foundation Marine Board

The MARSNetwork - The European Network of Marine Research Institutes and Stations.

On behalf of the UK Government NOC staff lead the UK delegation to the Intergovernmental Oceanographic Commission of UNESCO (IOC). The IOC supports a wide range of capacity building interactions and workshops. We also engage in the intergovernmental Group on Earth Observations (GEO) through the UK GEO Coordination Project.

International policies and bodies

NOC staff are involved in a number of UN bodies, such as the International Seabed Authority, International Maritime Organization and the Convention on Biological Diversity. Also there are significant links into regional organisations such as the Oslo Paris Commission and ICES.

International barter arrangements

NOC operates research ships and equipment on behalf of the marine science community. We take part in multilateral barter arrangements allowing access to the ships and facilities of other nations

International Project Offices

NOC hosts the International Project office for CLIVAR http://www.clivar.org, the climate variability and predictability programme of the World Climate Research Programme (WCRP).

We also host the international project officer for Interridge facilitating international cooperation in ridge crest studies.
